Workflow

1. Choose action and itemsThe caller selects the requested outcome and stable item identities before transport.
2. Compose typed requestThe application creates the request envelope without granting itself permission or assuming a worker.
3. Validate structureStructural validation rejects malformed identifiers, unsupported shape and inconsistent schema declarations before dispatch.
4. Correct named refusalA validation refusal returns to the caller with no admitted work and no inferred success.
5. Send valid request to policyA structurally valid request moves to policy admission. Valid structure does not prove authority, compatibility or completion.
